The rejection letter


The rejection letter is formed in that case if the definite production does not fill in the list of objects, which are obligatory to be certified in accordance with the (GOST P.) As the official document, the rejection letter has two categories:

1) for giving to the customs office organs - the text of the rejection letter must in obligatory way contain the reference on the covering documentation in accordance with which the goods are supplied into Russian Federation;
2) for selling the good in the Russian Federation (the receiver is the manager of that company which sent the enquiry) - the letter text the belonging of the requested good to the definite general type (in accordance with the obsherussian classification (general Russian classification)) of production.

In the field of activity which is connected with the writing of the rejection letters all is being regulated by the List of goods, which require, when they are imported on the Russian Federation territory, the confirmation of the conducted certification as an obligatory one and also by the "Order of the import of goods on the Russian Federation territory which must be obligatory certified".
Without the supplying of the certificates of correspondence in accordance with the GOST P. , the following list of the goods may be imported on the Russian territory (the list was signed by the federal agency of technical regulation and metrology):

- used goods (being in use goods);
- the goods which are imported into Russia in forms of examples and probes with the purpose of further certificate trials;
- the goods which are imported by people and which are not supposed for commercial purposes (except the cases, when the quotations are the high one for the import based on the evaluation in quantity and cost);
- the production with the goal oriented purpose for using by the intergovernmental international organizations, by the representatives of other countries and personal;
- goods which are imported into Russian Federation as spare parts for the previously imported in Russian Federation ready devices, which passed through the correspondence certification process (it is necessary to add the copies of these documents):
    - certificates for already imported ready devices,
    - the confirmations on the terms of using of these spare parts in the production of ready devices and their presence in constructors documents for this device,
    - the obligations to use spare parts only for repairing, technical maintenance and completing of the stated devices.

The rejection letter plays a dominant role in terms of re-customing process when customs office and the transporter are different in their views about the classification of devices which are imported into the country.
