Works` certification

The certification organ (an independent side) is conducting the certification of works and services out. The certification of works and services means the procedure actions, the result of which constitutes the assertion of that these works of the company correspond to the rules and standards (GOST P, ISO, GOST, GOST P etc.). After the successful conductance of the certification of works and services the certificate of correspondence is given out to the company. the certification of works and services as it is stated by the law act of Russian Federation “About the technical regulation” is being divided into voluntary and obligatory one.

The obligatory certification of works services can not be ignored by the supplier of services or by the manager of the company only due to that fact  of  unwillingness to conduct the certification of works or services therefore to certify the activity of the economical agent. The voluntary certification of works or services may be positively assigned by the partners of the company in the quality of prove of the tendency to increase the competition ability and the level of the quality of the supplied works or services to the market. The voluntary certification of works or services becomes the evidence of the fact that the activity of the company is carried on with the correspondence to the set, by rules and state standards, high requirements. 

The certification of works and services is carried out for:

• to find out the fact that the given by the company works or services are in correspondence with the requirements of the existing technical-normative documentation (with the successful passing of the certification of works or services, this must be proved by the certificate of correspondence);
• to guarantee the set quality of the given by the company services or works (is being proved by the certification of quality).

While the certification of works or services as a kind of prove to the requirements the following items are being regarded:

• the presence of the appropriate normative, regular and technical ensuring;
• the presence of the sufficient control on the quality of services or works and on the used devices, constructions, materials and etc., while carrying out of all mentioned services;
• to give the documents, which prove the lawfulness of activity, also the license for the right to work, information about the state registration of the client and etc.

The certification of works or services encloses the below following stages:

• the handling with the statement on the conductance of the process of certification of works or services to the certification organ;
• the assertion with the choosing of the certification scheme, the statement on the conductance of the process of certification of works or services
• the legalization of the contract between the customer and the certifying organ on the conducting of the process of certification of works or services;
• the legalization of the contract on the instrumental control while carrying on the process of certification of works or services (if there is such a necessity);
• the assertion by the certification organ of the executors and the expert for the carrying out of the certification of works or services;
• the supplying by the customer of  the conducted  process of certification of works or services stated by the expert materials and documents, which are necessary for conductance of the certified works;
• the choosing of the place for the certification
• the choosing and defining of the certification of works or services` objects for the evaluation of works on certification on the stage of the result and (or) of the process one;
• the evaluation of the certification of works or services certification and (or) of the result of certification works
• the evaluation of production;
• the studying of the certification of work and services` certification results with the further giving to the deponent the certificate of correspondence and , the sanction on usage of the Mark of correspondence (it may be a rejection in giving out of  above mentioned documents);
• the legalization of the contract on the inspection control conductance on that services or works which passed the certification of works or services;
• the receiving by the customer the correspondence certificate, the sanction on usage of the Mark of correspondence;
• inspection control of all services or works which passed the certification
  

The list of documents which are presented to the organ of certification (in necessity to receive the confirmation of that the services or works correspond to the stated requirements):

• the copy of the evidence of state registration of the deponent-company; 
• the copy of permission on the kind of activity (on the requirement of the expert, assigned for the certification of work conductance;
• documentation, proving the execution of orders to the quality and safety of work or service, passing the process of certification (quality certificates, correspondence certificates, fire safety certificates, hygienic certificates on devices, constructions, materials);
• the list of the main customers of the work or service with the enclosure in a kind of documentary proved reclamations to the quality of the work or service which is passing the process of certification;
• the list of devices, instruments, mechanisms, machines, which are being used while carrying out the process of work or services certification;
• information about the staff membership, which is being used in the conducted process of work or services certification;
• information about the staff of engineer-technical workers (ИТР – ETW), which are taking part in execution of the process of work or services certification which is carried out;
• the list of normative-technical documents which the deponent has and which are used while execution of the process of work or services certification;
• information about the organizational condition of controlling system which guides the process of work or services certification;
• the list of equipment and measuring devices which are used while checking the quality of execution of the carried out process of work or services certification.
  

While carrying out the work or service’s certification process the supervision on production condition and the checking of  work or service’s correspondence to the existing orders are being carried on and what is more the analyze of the production condition is conducted. Experts of the certification organ make the inspection control of certification process of work or services.
